Stephen Browning, Finella Devitt, and Rob Colley were commissioned by Liverpool Playhouse to undertake a socio-economic impact assessment and develop the funding case for a combined redevelopment of the theatre and the adjoining Williamson Square – a project with the potential to save one of England’s most important Victorian theatres and regenerate a forgotten corner of Liverpool’s cultural landscape.

The challenge

The theatre is in urgent need of investment. Accessibility improvements are needed throughout – in the foyers, the auditorium, and backstage. The building also requires significant work to improve energy efficiency and to create a more open, welcoming presence for daytime visitors and the local community. Williamson Square itself has seen visitor footfall decline by 50% since 2019, making the combined feasibility study both a cultural and an economic priority for the city.

Our approach

Working closely with the theatre management team, architects, and local stakeholders, we undertook a comprehensive strategic planning and feasibility process to explore how a redeveloped Playhouse could help regenerate the square and create a compelling all-day destination.

Our recommendations for the theatre included:

  • Rethinking the main entrance to create a more welcoming public face
  • An all-day café opening directly from the theatre foyer onto the square
  • Accessibility improvements throughout the building
  • Energy efficiency upgrades

For Williamson Square, our vision included:

  • A new outdoor performance space programmed by the Playhouse
  • A public and outreach programme in partnership with the Royal Liverpool Philharmonic Orchestra and Tate Liverpool
  • Digital panels celebrating the area’s extraordinary cultural heritage
  • Stalls for local creative practitioners to sell ceramics, crafts, and artwork
  • Locally produced food and drink stalls
  • Reactivated fountains, additional tree planting and green space, and improved lighting

Outcome

Our final report included a comprehensive economic and social impact study and a compelling vision for the combined project. The report was accepted by the CEO of the Playhouse, and funding discussions are ongoing.
